Вообще антенну желательно заземлять, обычно телевизионные уда-яги - сплошной металл, достаточно мачту заземлить хорошо.

А вот что делать с электрической сетью в таких случаях, я не знаю. Но вообще грозозащита бывает, там всякие разрядники-варисторы внутри.
